The following territory shall constitute the second ward: all that part of the city lying and being south of West Central Avenue, west of the center of South Star Street and east of the centers of the following streets:

A. South Poplar Street north of Olive Avenue;

B. South Race Street south of Olive Avenue; and

C. Douglas Road south of Towanda Avenue. (Prior code § 8-105)
