Commencing with the regular meeting to be held on the first Monday in May 1996, all regular meetings of the board of commissioners of the city shall be held in the commission room of the city hall of the city at the following times, to wit:

A. The first regular meeting of each month of the commission shall be held on the first Monday of each month, the same being an evening meeting, with the meeting to commence at the hour of seven p.m. of said day, or as soon thereafter as is reasonably possible.

B. The second regular meeting of each month of the commission shall be held on the third Monday of each month, the same to be an evening meeting, with said meeting to commence at the hour of seven p.m. of said day, or as soon thereafter as is reasonably possible.
