The bonds of all officers and employees shall be filed with the city clerk, except the city clerk's bond, which shall be filed with the city manager. Subject to the provisions of Section 2.16.040 of this chapter, all bonds shall be approved as to form by the city attorney and be approved by the city commissioners, such approval being endorsed thereon by the mayor.
