The commission shall furnish all needed firefighting apparatus and equipment for the prevention and extinguishment of fires in the city. The fire chief shall, under the direction of the city manager, have full control and supervision over the use of such firefighting equipment and apparatus. The fire chief, or the ranking officer present, shall be responsible for the proper care, use and safety of such fire equipment and apparatus and he or she shall assign the duties of all members of the fire department respecting the operation, care and maintenance of the fire equipment and station.
