The fire department may answer fire calls outside the city or any point within the state of Kansas, subject, however, to the provisions of any contract for such services entered into by the city of any mutual aid compact entered into with other cities for the services of the fire department during any disaster or war emergency; provided, that in all cases, the fire chief, or in his or her absence the city manager or ranking officer present, may determine the particular apparatus to be sent outside the city under any contract or compact, or whether the city can spare all or any portion of its fire equipment or firemen at any particular time.
