The management and control of the library shall be vested in a board of directors which shall consist of seven members appointed by the mayor with the approval of the governing body for terms of four years from the first day of May following their appointment. In addition to the appointed members, the mayor shall be an ex officio member of the library board with the same powers as appointed members but no other person holding any office in the city shall be appointed a member while holding such office. All members appointed to the library board shall be residents of the city. No person who has been appointed for two consecutive four-year terms to the library board shall be eligible for further appointment to such board until two years after the expiration of the second term; provided, that appointments made prior to the adoption of this chapter shall not be counted in determining eligibility for appointment.
