Upon complaint by the librarian, or person or persons in charge of the public library, to the chief of police of the violation of said rules as referred to in Section 2.36.130 of this chapter, said chief of police shall notify said person accused of said violation, and if restitution is not made within five days from the date of said notification by the chief of police, the said librarian may file a complaint in the municipal court charging said person with the violations and a warrant shall be issued for said accused and upon conviction be punished in accordance with this chapter.
