The Firemen's Relief Association of the city shall be composed of all of the members of the fire department, and the fire chief shall serve as ex officio chairman thereof. It shall be the duty of said association to organize in such a manner and shall adopt such bylaws, rules and regulations, not in conflict with this chapter and not in conflict with the laws of the state, as in their judgment they deem proper and advisable in carrying out and promoting the objective of said association.
