The city commission is authorized and directed to fix by resolution as hereafter provided the salaries and compensation of the several officers and employees of the city. All such officers and employees shall be entitled to compensation in accordance with the budget for such purposes, the same to be allocated as a charge against the several funds appropriated for the payment of the services rendered; provided, that each member of the board of commissioners shall receive the annual sum of one hundred dollars ($100.00), the same to be payable in semi-annual installments.
