2.52.020 Employee classification--Salary schedules.

The city manager shall, as a part of the administrative code as provided for in Section 2.08.020 of this code, classify by title or grade the duties to be performed by all employees of the several city departments. He or she shall, at the time of preparing the annual city budget, establish schedules for the compensation of all employees deemed to be required by each department for the budget year. The schedule shall be submitted to the commission for its approval or amendment and approval. When the schedules have been approved, the same shall govern the compensation of all employees classified thereunder when the personnel record of each such employee shall show the current title or grade of employment and the rate of compensation; provided, that the schedule for compensation of employees as prepared for the budget and approved by the commission may be amended or changed from time to time during the budget year by resolution of the commission. The city manager shall biweekly cause to be prepared payrolls in accordance with the schedule rate of compensation of all employees. Each department head shall certify the payroll for the members of his or her department. The total of all such payrolls shall be entered in the monthly appropriation ordinance for allowance by the commission. The director of finances shall draw his or her warrant or warrant-check in the regular manner for payment of the payroll. The city manager shall issue a check on a depository bank for the payment of each salary or wage fixed and authorized to be paid as provided herein. (Prior code § 1-502)
