3.04.050 Director of finance--General accountant.

All claims, bills and accounts against the city shall be filed with the director of finance who shall examine them in detail and prepare the same for allowance and payment. The director shall keep books and accounts of all receipts and disbursements of money and put under proper heads each source of receipt and the cause of its disbursement and shall keep such other accounts as may be necessary to show a complete financial statement of the city. He or she shall be prepared at every meeting of the commission to give such information concerning the finances, as may be required. He or she shall at the end of each month strike a trial balance of all books, showing a complete and accurate statement of the financial condition of the city. At the close of the fiscal year, the director of finance shall make a complete and accurate statement showing in detail the receipts of the city from all sources and the expenditures of the city for all purposes.
