All grants in aid or contributions made to the city for planning and preparation of plans for improvements made under the provisions of Article 6a, Chapter 12 of the Kansas Statutes Annotated and supplements thereto, may be credited to such special improvement fund and the amount of such aid or contributions shall be in addition to the amount of such fund, otherwise limited by Section 3.04.190 of this chapter.
