Every person selling or offering for sale, trade or exchange goods, wares or merchandise, advertised or designated as sheriff's, assignee's, creditors', fire sales, or bankrupt or damaged stock sales, not otherwise taxed herein, shall pay a license fee per day in the sum of ten dollars ($10.00); provided, that this section shall not apply to goods, wares or merchandise which are actually under the control of the sheriff or trustee or assignee in bankruptcy or to goods which have been damaged within the city, and which are being disposed of in good faith to close out the same.
