No person, firm or corporation shall, either directly or indirectly, operate, either as owner, agent, driver or employee, any vehicle or vehicles for the carriage of passengers for hire within the limits of the city, until there shall have first been procured in the manner provided for in this chapter a license to operate each and every such vehicle.
