Before any license shall be granted to any applicant, such applicant shall file with the city clerk a written statement under oath setting out the type of vehicle to be used, the make, model, factory identification number and state license number of such vehicle, the actual seating capacity and the name of the owner or owners of said vehicle or vehicles.
