The owner or operators of all vehicles procuring a license hereunder shall pay to the city clerk after the application for a license has been accepted, and before any license has been granted, a license fee of fifty dollars ($50.00) per year per vehicle; payment shall be made upon application, renewals are due on January 1st of each year and there will be no proration for a portion of a year.
