No person shall drive a vehicle conveying passengers for hire within the city without first having registered as a driver with the city clerk and without paying the fees provided for in this chapter to the city clerk; provided, that any person who shall drive his own vehicle for hire shall not be required to pay the registration fee hereinafter provided for, but such person shall be required to register as a driver.
