The provisions of this chapter shall be applicable to all businesses participating in the activities described in this chapter, regardless of when established. All existing escort services at the time of the passage of the ordinance codified in this chapter must submit an application for a license within sixty (60) days of the effective date of the ordinance codified in this chapter.
