Chapter 8.04 REFUSE COLLECTION AND DISPOSAL
8.04.010 Definitions.
Words and phrases used in this chapter shall have the following meaning
unless the context otherwise requires:
"Garbage," whenever used
in this chapter, means all putrescible organic waste and its natural moisture
content, animal and vegetable matter resulting from handling, preparing, cooking
and serving foods. It originates primarily in home kitchens, stores, markets,
restaurants and hotels.
"Other debris" means all washrack
residue, earth and wastes from building construction and/or remodeling, dead
animals, human and/or animal waste, items longer than four feet and/or heavier
than seventy-five (75) pounds and other objects or substance not defined herein
as refuse.
"Refuse" means all garbage, trash and
rubbish.
"Rubbish" means combustible and noncombustible material,
such as wood, tree branches, not to exceed four feet in length and two inches in
diameter, which shall be tied in bundles not to exceed the length, weighing not
more than seventy-five (75) pounds, yard trimmings, wood, furniture and bedding,
metals, dirt, small quantities of rock and pieces of concrete, and ashes
contained as residue from fires.
"Trash" means those combustible
and noncombustible waste materials from normal household, commercial, business
and industrial use, such as paper, cartons, boxes, packing materials, plastics,
tin cans, glass and contents of litter receptacles. (Prior code §
