All objects or substances defined as "other debris" shall not be placed in any refuse container, but shall be accumulated subject to existing city ordinances in a suitable place on the private premises of the owner, or occupant, for removal at the owner or occupant's expense; or by payment to the city for the actual cost of removal, hauling and disposal.
