8.04.050 Collection by city.

The city shall collect and dispose of refuse as a municipal function and no person shall engage in collection and/or disposal of refuse from any location, except premises which that person may own or occupy, without a special permit issued by the city manager. Nothing herein contained shall prevent recycling operations which have had the prior approval thereto of the city manager. The city manager is authorized to establish and maintain a department or departments for such purposes in accordance with plans and methods as may be approved by the city commission. The city manager shall establish routes and times for the collection of refuse in the business and residential areas of the city and in connection therewith may, with the governing body’s approval, establish rules and regulations not inconsistent with the provisions of this chapter. Refuse shall be collected from commercial and business property as often as necessary to keep the premises clean and sanitary. Except in case of holidays and for inclement weather, refuse shall be collected weekly in the residential areas of the city. (Ord. G-985 § 1, 2006: Ord. G-939 § 1, 2003: Ord.
