Exemptions from service charges shall be as follows:

A. Parties having no garbage or trash shall not be required to pay any service charges provided for in Sections 8.04.060 and 8.04.070 of this chapter.

B. Where collections are made from each individual unit of multiple-family units, an individual unit may be exempted from such service charges upon written application of the owner showing that such unit has been vacant for more than eighteen (18) days. Should such owner fail to advise the city at the time the unit again becomes occupied, he or she shall immediately become liable for all fees previously waived. (Prior code § 9-214)
