At all times, it shall be the duty of the owner or the occupant of any lot, building or place of any kind where any nuisance exists to remove, destroy or abate the same without delay upon the service of a notice directing such abatement as provided by Charter Ordinance No. 10. It shall be the duty of the chief of police, fire chief, police officer or firefighter of the city to inform or complain before the municipal judge against any person or persons deemed to maintain any nuisance which has not been abated when notified to do so as provided by ordinance of the city.
