Whenever any carcass of any dead animal or other offensive matter, substance or condition which has been determined by the department of health to constitute a public nuisance is found in any place within the city and where no person can be held liable for the removal or abatement thereof, it shall be the duty of the sanitation department to remove or abate the same at the expense of the city.
