No person shall install, nor shall any person, firm or organization use, or cause to be used, any automatic electrical mechanical device, or attachment to any telephone, that reproduces any tapes or prerecorded message to report a fire, burglary, robbery, or other emergency, which utilized public primary telephone trunk lines (voice circuits), including designated emergency number 911, for its emergency reporting system.
