This article shall be cumulative to and supplemental of and shall not modify or repeal any ordinances of the city unless specifically repealed herein and all ordinances of the city shall apply to the acts and conduct of all persons on the rivers or streams, the same as if committed or performed within the limits of the city. Any section of this article may be amended or repealed without the amendment or reenactment of the whole of the article, and the penalty or penalties prescribed herein shall pertain to all amendments to this article. If any section of this article shall be adjudged by any court of competent jurisdiction to be unconstitutional or void, such judgment shall affect only such section or sections of such article as are adjudged to be unconstitutional and shall have no effect on any other section of the article.
