All municipal off-street parking lots, except for the municipal off-street parking lot located at the corner of North Griffith Street and Central Avenue, in the city shall be governed by the following regulations as to their use:

A. No truck or tractor, in excess of a licensed capacity of twenty-four thousand (24,000) pounds GVW shall be permitted to park in said lots.

B. All municipal off-street parking lots shall be open for public use twenty-four (24) hours per day, unless closed for maintenance or repairs.

C. Any authorized vehicle parking in either the limited or unlimited areas of the municipal off-street parking lots hereinbefore defined for a period of twenty-four (24) consecutive hours, or more, shall be removed from said municipal off-street parking lots by, or at the direction of, the chief of police, and all costs relating to towing, impounding, and removal of said vehicles shall be at the cost of the owner or operator of the vehicle, the same to be paid before possession of the vehicle is returned to the owner or operator.
