All sidewalks constructed or reconstructed in the city shall be constructed on the established grade on file in the office of the city engineer; provided, that before any sidewalk be constructed or reconstructed, the person proposing to do the same shall apply to the office of the city engineer who shall furnish the grade thereof or establish the grade in those cases where no grade has been established.
