It is unlawful for any person to drive, operate or move any heavy vehicle, tractor, trailer or other heavy object equipped with metal lugs or sharp metal rims on or over any paved streets in the city unless the paving shall be protected by planks sufficient to protect against injury from such lugs or rims, or unless such vehicles or objects are otherwise protected to save such street from injury.
