Whenever the owner of real property shall abandon the use of a driveway entrance for which there is an opening or cut in the curb, it shall be the duty of the owner of such real estate, at his own expense, to cause the opening or cut in the curb to be closed; provided, that he must first apply for and secure a permit for such work from the city engineer or building inspector, the said work shall be done in accordance with specifications of the city engineer.
