When any person shall neglect or fail to remove any accumulation of ice or snow, or treat the same as herein required or authorized, the city manager may cause the same to be removed at the expense of the person bound by law to remove any such accumulation and assess the cost of such removal against such abutting lots to be collected in the same manner as required for the building of sidewalks.
