It is the duty of the owner and of the occupant of any building or structure located near or adjacent to any street, alley or sidewalk to remove at his own expense any accumulation of snow or ice upon the roof or sides thereof which overhangs or is likely to fall on such street, alley or sidewalk and which is dangerous or hazardous to pedestrians or vehicles on such street, alley or sidewalk.
