It is the duty of the owner or occupant of any premises abutting on any street, avenue or alley in the city to cut, trim or remove, in accordance with the provisions of this chapter, all trees and shrubbery growing in the city which may constitute any hazard or any sight obstruction to any vehicular or pedestrian traffic upon the streets and sidewalks.
