All taps made or performed, street excavations made, corporation cocks inserted, pipes installed from the main to the curb, curb cocks installed, meter or meters installed and all connections shall be made by employees of the city as provided in this chapter. No one except regular employees of the waterworks department shall make service connections to the municipal water system. (Prior code § 17-105)
