Property owners shall at their own expense repair, replace or remove all such water lines on their own premises as may be required by the department to prevent loss to the city or damage to the public. When the owner shall fail to repair water lines on his or her own premises after notice by the city, the department may disconnect the service until repaired, or until the condition causing loss or damage shall be corrected.
