It shall be the duty of the city manager, with the approval of the city commissioners, to formulate and enforce such additional rules, not inconsistent herewith, as may be necessary from time to time for the proper conduct of the public utilities department of the city, and the same shall be binding upon the city and its inhabitants upon such approval.
