All bills for water sold shall be due on the date shown on such bill, and if not paid by such date, the bill shall be considered delinquent, and if the same becomes delinquent, five percent shall be added to the amount thereon as a penalty; provided, that in all cases the minimum penalty shall not be less than fifteen cents ($0.15). Once the water has been discontinued following the procedure set out in Sections 13.08.060 and 13.08.070 of this chapter, service shall not be resumed until all past bills due for water service are paid in full, together with a water cut-off charge of three dollars ($3.00), and a water reconnection charge of three dollars ($3.00).
