Nothing in this chapter shall limit the ability of the city manager or the public utilities director from terminating the supply of water to any or all customers upon the determination that emergency termination of water service is required to protect the health and safety of the public or for any other emergency as required or authorized by ordinance or as deemed necessity of the city, by the city manager or the public utilities director.
