No unauthorized person shall maliciously, wilfully, or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the municipal wastewater collection system and treatment facility. No person shall violate the provisions of KSA Supp. 21-3720 known as "criminal damage to property," or other sections of the criminal code respecting any such sewer use regulations.
