13.20.060 Applications for service—Deposit required.

Application for sewage disposal system service to premises never before connected with the city’s sewage system shall be made to the utilities department by the owner or occupant of the property to be served, accompanied by a sewer connection permit from the building inspector. The costs of all connections with the sewage disposal system of the city shall be borne by the customer. Each applicant for sewage disposal system service shall be required to deposit with the city clerk, at the time of his or her application, a sum estimated to be equal to the average sewage disposal system charge for like customers for a period of two months, but not less than five dollars ($5.00). The deposit shall be conditioned to hold the city free from loss occasioned by the customer’s failure to pay any bills legally rendered against him or her for such service upon his or her premises. The city shall pay the customer simple interest at the rate provided by law, the same to be credited the first day of January of each year; the interest to be payable at the office of the city clerk in cash, on demand of the depositor at any time, but shall not draw interest. Upon discontinuance of the service, the city shall, upon request of the depositor, return the deposit with interest then accrued less any amount then due the city for services rendered.
