It is unlawful for any person or persons to tamper with any water main, fire main, water meter or sewer line or to make any connection to the water and sewage systems of the city without written permission from the city, or to reconnect service when it has been discontinued for nonpayment of a bill for service, until such bill has been paid in full. Any person violating the provisions of this section shall, upon conviction thereof, be fined in any sum not exceeding one hundred dollars ($100.00). (Prior code § 9-414)
