The city manager, with the approval of the city commission, shall from time to time as he or she deems necessary adopt and promulgate rules and regulations for the government of the airport, subject to and in accordance with the laws of the United States of America, the state of Kansas and the rules and regulations of the United States Department of Commerce relating to aviation and allied subjects.
