No persons shall use the airport as a base or terminal for the carrying on of commercial aviation, or the carrying of pay passengers, freight, express or mail, or for student flying, communications or other commercial purposes, or transportation without first securing a permit from the airport manager, the permit to be issued only after the payment by the applicant of the fees fixed by the order of the city manager.
