No person shall engage in the sale or delivery of oil, gasoline or any other commodity, including, but not by way of limitation, refreshments, candy, sodawater, and the like, within the confines of the airport without permission of the airport manager. Such permission may be by verbal agreement or by a permit procedure. (Prior code § 2-108)
