The city manager of the city shall promulgate suitable and proper rules and regulations for the operation and government of the cemeteries consistent with ordinances and regulations of the city commission. All such rules and regulations shall be published by printing or in pamphlet form and filed in the office of the city clerk. (Prior code § 19-104)
