All lots and parts of lots surveyed and platted, unsold, shall be sold for such sums in each case as may be fixed thereon from time to time by resolution of the governing body of such city; and no lot or lots shall be used or occupied by any person as a burial place until the purchase money shall have been paid and the purchaser shall have received a deed therefor.
