It shall be the duty of any person, firm or corporation moving any house, building or structure upon, across or through any street, alley or sidewalk in the city to display red lanterns thereon from thirty (30) minutes after sunset to thirty (30) minutes before sunrise in such a manner as to show the extreme width of such structure and cause suitable barricades to be erected to guard such work if it is necessary to close any street.
