No electrical permit shall be issued by the electrical inspector to any person, firm or corporation until such person, firm or corporation shall have filed a statement with the city manager to the effect that such person, firm or corporation, as the case may be, shall have a valid public liability and property damage insurance policy in effect as may be required by ordinance; provided, that this section shall not apply to owners doing work as provided in this chapter.
