No plumbing or gas fitting permits shall be issued by the plumbing inspector to any person, firm or corporation until such person, firm or corporation shall have filed a statement with the city manager to the effect that such person, firm or corporation as the case may be shall have a valid public liability and property damage insurance policy in effect as may be required by ordinance.
