Where the water, gas or electrical services have been discontinued to any dwelling unit, dwelling or building, against which a complaint has been lodged, such utility services shall not be restored, nor occupancy of the premises permitted, until said dwelling unit, dwelling or building has been inspected and approved for occupancy by the building official. Said inspection shall be completed within two working days after notice of complaint to the building official. (Prior code § 5-1218)
